Founded by Kate Mulligan and supported by trusted consultants with complementary skills and experience, the practice brings together more than 30 years of combined experience across strategy, governance, policy, design, innovation, and community development.

Kate Mulligan is Project Management Professional (PMP) who helps organisations turn complex challenges into clear, actionable strategies.

With more than 20 years of experience across government and industry, she has led major projects in economic development, tourism, and innovation — from national programs to community-based initiatives. Her work has secured millions in partner funding, including more than $5 million in regional economic development investment for the Sea to Sky region, and has helped communities align around shared priorities.

Kate works closely with leaders to clarify direction, align teams, and move from planning to delivery with confidence. Her approach combines strategic thinking, practical tools, and a focus on results that can be sustained over time.

Kerri Lore Wells is a governance and strategic policy advisor supporting local governments, Indigenous Nations, and non-profit organisations.

She brings over 20 years of senior public-sector experience across provincial and local government, including executive and statutory roles such as Corporate Officer, Chief Privacy Officer, and Director of Policy. Her work focuses on modernising governance, policy, and privacy frameworks to support practical, accountable, and community-responsive service delivery.

Kerri’s expertise spans governance and council relations, policy and process modernisation, privacy management, and strategic policy advisory — helping organisations strengthen decision-making and navigate change with clarity and confidence.
